Enrollment

A - Law 49 of 1972:

* Article 174 of Law 49 of 1972 states that:

The registration for higher studies shall be within the dates specified in the internal regulations, and registration shall take place after taking the opinion of the relevant department councils with the approval of the Faculty Council or the Institute and the approval of the Vice President for Higger Studies and Research affairs.

B- The executive regulations of the law:

* Article 93 of the executive regulations of Law No. 49 of 1972 states that:

“enrollment dates for higher studies shall be determined by the internal regulations of faculties, in accordance with study conditions for each faculty.

* Article 94 of the executive regulations stipulates that:

A student of postgraduate studies shall not register in studying more than one diploma or higher university degrees at the same time except with the approval of the Council of Graduate Studies and Research upon the recommendation of the Faculty Council and department council.

Enrollment for the Higher Studies Diploma

For the student to be enrolled for the diploma, s/he must have a bachelor's degree; some faculties require that the enrollment for the diploma should one year after obtaining a bachelor’s degree, and the duration of the study is one or two years (according to the faculty's internal regulations).

The study in postgraduate diplomas is based on courses of an applied or academic nature and the duration of the study is at least one year. (Article 176 of the Law)

 Enrollment for a master's degree

The student can register for a master’s degree if he has a bachelor’s degree with at least a  general grade of "good" or an equivalent from a recognized educational institute from the university and the enrollment period is at least two years; student may not remain enrolled for more than four years in some faculties, and five years in other faculties, unless the Faculty Council decides to extend registration for another period based on the report of the supervisor of the thesis and upon the recommendation  of the relevant department.

The internal regulations of the faculties show enrollment conditions, which differ according to the nature of study in the faculty.

 Article 177 of Law 49 of 1972 states the following:

Studying for a master’s degree includes advanced curricula, training in research methods ending with preparing a thesis, to be accepted by examination committee based on scientific value. The period required to obtain this degree must not be less than two years.

Article 92a- (second) of the executive regulations of the law states:

Studying for a master’s degree includes advanced curricula, training in research methods ending with preparing a thesis, to be accepted by examination committee based on scientific value. The period required to obtain this degree must not be less than two years. In case of the Master's of Education and Master's of Law, the one-year period of special diploma or postgraduate diploma in law may be calculated.

Enrollment for the PhD degree

 

For a student to be enrolled for a PhD degree, s/he must have a master's degree and some faculty regulations require a good grade in a master’s degree to be registered for a PhD degree.

Article 178 of Law 49 of 1972 states that:

The doctorate is mainly based on the innovative research for a period of not less than two years, ending with the submission of a dissertation accepted by the Examination Committee. The student may be assigned some advanced studies as determined by the internal regulations.

 For granting the PhD degree, it should be a work of scientific value that certifies the student is competent enough in his research and studies and presents a new scientific addition.

Article 92b (second) of the executive regulations also states:

The PhD must be based mainly on innovative research for a period of no less than two years ending with the submission of a dissertation accepted by the Judgement Committee, and the student may be assigned some preliminary studies as defined by the internal regulations.

The internal regulations of faculties and institutes shall determine the branches of specialization and study departments for diplomas and higher academic degrees conferred by them and the conditions necessary for obtaining each of them.

Transfer and transfer enrollment

Transferring from one faculty to a corresponding one and transferring enrollment is done from a faculty to a different faculty with the jurisdiction of: The Faculty’s Higher Studies and Research Committee (Article 29, paragraph 7 of the executive regulations).

2) The Faculty Council (Paragraph 18 of Article 41 of Law 49 of 1972. The decision of the Faculty Council in this regard is approved by Vice President of the University for Higher Studies and Research.

If the transfer takes place until the first of December, the fees are due to the faculty transferred to. If the transfer is done after the first of December, the fees are entitled to the faculty transferred from.

1) Paragraph (7) of Article 29 of the executive regulations states that:

It is within competence of the Faculty’s Higher Studies and Research Committee to consider enrolling and transferring post graduate students, transfer and suspension of enrollment, and exam excuses.

2) Paragraph (19) second of Article 41 of Law 49 of 1972 states that:

The competence of the Faculty Council is to enroll graduate students, record master's and doctoral theses and dissertations, and to cancel enrollment and registration.

Article 175 of Law No. 49 of 1972 states that:

Considering the provision of Article (36), registration of master's and doctoral theses and dissertations, and cancellation of registration shall be subject to the approval of the Council of Higher Studies and Research upon the recommendation of the Faculty Council or the Institute after based on the concerned department council's approval.

4) Article 69 of the executive regulations states that:

The Faculty Council may suspend the student’s enrollment for a period of two consecutive or two separate academic years during the academic year if it is presented with an acceptable excuse that prevents him/her from regular attendance. In case of necessity, the University Council may extend the period of suspension of enrollment.
